FEDERAL 504 REGULATION IMPLEMENTATION PLAN The Board has been requested by the Comprehensive Planning Organization to endorse a proposed 504 Transition Plan, developed with input from District staff, which shows that without full funding of NCTD's capital requests for FY78-74, the District cannot achieve federal mandates for full accessibility.
