... <br />COMPREHENSIVE PLAN.,; ORGANIZATION OF THE SAN DISREGION f <br />Board of Directors <br />Agenda Report No.: <br />Date 1/26/76 <br />TO: Board of Directors <br />FROM: Executive Director <br />SUBJECT: Memoranda of Understanding <br />In its capacity as the metropolitan planning organization and the area - <br />wide clearinghouse, CPO is required to negotiate and maintain Memo- <br />randa of Understanding with the public transit implementation entities, <br />identifying their role consistent with federal guidelines in the compre- <br />hensive planning process being carried out by the metropolitan planning <br />organization. <br />Such memoranda have been executed with the several existing imple- <br />mentation entities. As you are aware, SB 101 and SB 802 have created <br />two new transit implementing agencies within the San Diego region. <br />Attached are draft memoranda for the purpose of negotiating such docu- <br />ments with the Metropolitan Transit Development Board and the North <br />County Transit Development Board. When approved by the parties to <br />eachagreement, these memoranda along with those already executed <br />with existing transit implementing entities will be incorporated by <br />reference into the Memorandum of Understanding between the State of <br />California and CPO, as the agencies responsible for carrying out the <br />comprehensive. planning process pursuant to Title 23, Section 134 of <br />the U. S. Code. <br />The draft agreement with the Metropolitan Transit Development Board <br />is considerably more complex than that with the North County Board. <br />As the 'Board is aware, the legislation creating the Metropolitan Transit <br />Development Board is in conflict with several important federal require- <br />ments. We believe that the conflicts can be most immediately resolved <br />as local issues between local elected officials. The draft agreement is <br />an attempt to achieve consistency with federal requirements while recog- <br />nizing that the Metropolitan Transit Development Board is the imple- <br />
